Jack would return when he was good and ready, but she couldn't wait for him. He had done his part, guided them this far. What came next was up to her.
I love this, both for Gwen's determination, and also for the acknowledgment of Jack's history, and the lack of blame heaped on him. I actually can see Gwen heading an effective Torchwood, but not Jack's Torchwood. Seems like it's time to drop a lot of the secrecy and go at least partly public, and Gwen could be quite good in that role. Time to bring aliens into the public purview. (And after all, anyone who can ignore the earth moving around the universe, Daleks on the doorstep, and chanting children, isn't likely to be fussed by a Weevil or two *grin*.)
But Jack had been seeking answers then, trying to make sense of his improbable nature. Now... now he was running, wounded and hurting and desperate,
Thank you for this. These two scenes were totally different, and I get incredibly tired of all the "Jack always runs away" comments. Um, right. Like sacrificing himself in POTW to buy time, or giving Martha his manipulator and sticking around to be tortured by the Master, or choosing to return to Torchwood when the Doctor could have dropped him anywhere, or being prepared to return to WW1 in TTLM... Yeah, looks like running to me. (Um, sorry for the rant, this is just something that irks me.)
