The crater of the Hub was a beautifully apt place to set this, and your description at the beginning put me right there. I think before CoE I was starting to come to terms with the fact that Torchwood staff have a high turnover rate, but the *Hub* was a fixture, and for Gwen to be left without even that familiar place is huge. And I fully expect her to take the responsibility she's been left alone with and *shine*, but I hadn't thought much about what that might entail; your ideas of "coming out" and drastic reorganization made me rock back on my heels a bit. It really does seem like Gwen's style.
